21世纪是海洋世纪,我国必须加快对海洋经济的开发和利用。山东省作为环渤海经济的一翼,对我国海洋经济的发展有至关重要的作用。近日,国务院已正式批复《山东半岛蓝色经济区发展规划》,标志着山东半岛蓝色经济区建设正式上升为国家战略,这是“十二五”开局之年第一个获批的国家发展战略,也是我国第一个以海洋经济为主题的区域发展战略。本文主要讨论了山东半岛蓝色经济计划提出的国际、国内背景,并根据山东省的地理条件对半岛蓝色经济区进行了初步规划,运用区域经济学中的增长极理论,旨在利用这一发展契机,将山东省打造为我国海洋经济中的增长极,同时,将青岛市发展为山东省的经济增长极。
The 21st century is the century of the sea. Our country must speed up the development and utilization of the marine economy. As a wing of the Bohai Rim, Shandong Province plays an important role in the development of China’s marine economy. Recently, the State Council officially approved the “Plan for the Development of the Shandong Peninsula Blue Economic Zone”, marking the formal rise of the Shandong Peninsula Blue Economic Zone as a national strategy, the first one approved in the “12th Five-Year Plan” The national development strategy is also the first regional development strategy with the theme of marine economy in our country. This paper mainly discusses the international and domestic background proposed by Shandong Peninsula Blue Economic Plan. Based on the geographical conditions of Shandong Province, it makes a preliminary planning of Peninsula Blue Economic Zone and uses the theory of growth pole in regional economics to make use of this Development opportunity, Shandong Province will be built as the growth pole in China’s marine economy, at the same time, the development of Qingdao City, Shandong Province, the economic growth pole.
