当下的中国民族社会面临着一系列重大的转型危机与治理风险。我们要有力应对来自内外部环境的各种挑战,顺利越过“转型陷阱”实现民族社会的和谐,必须构建一个国家层面的治理战略。本文运用治理理论来探讨民族社会和谐的内在政治逻辑结构和发展路径,具体政治路径是:(1)优化民族社会政治生态环境;(2)提升民族地区政府能力;(3)培育民族地区公民社会;(4)构建以国族认同为基础的全国范围的文化认同;(5)防范和打击境内外“三股势力”。通过对治理转型时期民族社会和谐稳定的政治路径思考,妥善协调处理各方面利益关系,努力创造良好的政治生活秩序,确保民族社会和谐稳定和国家的长治久安。
The current Chinese national society is facing a series of major crisis of transformation and governance. We must effectively respond to various challenges from the internal and external environment and successfully cross the “transformation trap ” to achieve the harmony of ethnic communities, we must build a national-level governance strategy. This paper uses governance theory to explore the internal political logic structure and development path of ethnic social harmony. The specific political path is: (1) to optimize the political and ecological environment in ethnic societies; (2) to enhance the ability of government in ethnic regions; (3) to cultivate civil society in ethnic regions ; (4) to build a nationwide cultural identity based on national identity; and (5) to prevent and combat the “Three Forces” at home and abroad. Through the consideration of the political path of the harmonious and stable ethnic society in the period of transitional governance, it is necessary to properly coordinate and handle the interest relations among various quarters and strive to create a good order of political life so as to ensure the harmonious and stable national society and the long-term peace and stability of the country.
