利用淮河水运优势,运输两淮煤炭的经济意义,早在七十年代就已为国家主管部门所认识。1982年11月18日国家计委正式批准了煤炭部、交通部和皖、苏两省联合上报的《开发淮河,运输两淮煤炭水运建设设计任务书》。这是继西江、京杭运河之后,我国将要开发的第三条大型内河航道工程。但是,几年过去了,至今尚未正式开工实施。
Take advantage of the Huaihe River water transport, transport economic significance of coal in the two Huaihe, as early as the seventies has been recognized by the national authorities. On November 18, 1982, the State Development Planning Commission officially approved the “Design Task Book for Developing the Huaihe River and the Shuangheihuai Coal Transport Construction” jointly announced by the Ministry of Coal Industry, the Ministry of Communications and the provinces of Anhui and Jiangsu. This is the third large-scale inland waterway project to be developed in China following the Xijiang and Beijing-Hangzhou Grand Canal. However, a few years have passed and no formal implementation has yet been carried out.
