层次清楚,段落分明,是文章结构的基本要求.公文的结构更应该达到这一要求.因为公文大都具有法定的强制力或明确有效的行政约束力,它是为推动现行工作服务的.如果层次、段落不清,表达混乱,特定的读者对象就无法明确地理解公文的内容,以致无所适从,无法贯彻执行.这就不利于工作的开展,甚至会造成工作的损失.因此,公文写作必须精心安排层次,划分段落,以促成结构的严整.
