建立新型农村合作医疗制度是新时期农村卫生工作的重要内容 ,也是落实党的十六大关于统筹城乡经济社会发展 ,全面建设小康社会的具体体现。本文通过对上海市金山区、崇明县和浦东新区农村合作医疗实践的比较分析 ,得出3个结论:发达地区已经具备新型合作医疗制度建设的经济实力;经济发展水平相似不一定合作医疗业绩相同 ,合作医疗制度建设依赖于区县/乡镇政府的“机构能力”;要用激励/约束机制造就高素质的合作医疗职能人员 ,以改善服务 ,降低费用 ,增加对农民的吸引力 ,保证持续运行
The establishment of a new rural cooperative medical system is an important part of rural health work in the new era and a concrete manifestation of the implementation of the 16th CPC National Congress on overall economic and social development in urban and rural areas and building a moderately prosperous society in all respects. Based on the comparative analysis of rural cooperative medical practices in Jinshan District, Chongming County and Pudong New Area in Shanghai, this paper draws three conclusions: the developed regions already have the economic strength to build a new cooperative medical system; the same level of economic development may not result in the same performance of cooperative medical services , The construction of cooperative medical system depends on the “institutional capacity” of the county / township government; the high-quality cooperative medical functional staff should be created by the incentive / restraint mechanism to improve services, reduce costs, increase attractiveness to farmers and ensure continuous operation
