笔者认为,目前,整个国有企业改革总的思路有两点:第一点,应对市场经济体制下国有制的性质、地位和作用进行重新认识.国有制是否范围越宽,摊子铺得越大甚至无所不包越好?对于这一点,必须解放思想,打破旧框框及思维定式,从邓小平同志“三个有利于”观点出发考虑问题.在市场经济条件下,国有企业存在的作用是为了弥补市场的不足,克服其缺陷,实行政府的宏观社会目标,而不是国有企业所占比例越高越好.因此,当前国有企业战线过长,负担过重现象亟需改变,应对国有企业统一规划,分类指导,针对不同企业各自的特点,具体问题具体分析,采取各自不同的具体改革措施和步骤,实现国有企业重整.1.对于长期亏损,扭亏无望,不能偿还到期债务的企业,依法实行玻产,促进企业组织结构和产业结构的合理调整,重地国有资产,焕发企业活力,提高国有企业整体效益,减轻国家负担.2.加大对国有小型企业的改革力度,可采取拍卖、承包、租赁等办法进行改组改造.3.对于大多数国有企业来说,可通过职工入股,非国有企业部门包括外资参股等方式,在国有企业中引入各种非国有成份的股份,以强化所有权约束力.4.压缩国有企业范围.国有企业应主要集中在公用和基础设施、基础工业部门、支柱产业及高新技术部门,以使国有企业在这些基础性产业、非竞争性
