随着改革开放的不断深入,特别是邓小平同志的南巡讲话之后,档案工作被进一步纳入了法制化、规范化、为经济建设服务的轨道.这就迫切需要一支文化素质高、稳定性强的基层档案干部队伍.当前,乡镇档案管理人员更换频繁,档案干部队伍极不稳定,是搞好档案工作、使其更好地服务于经济建设的障碍。那么,怎样做才能保持基层档案干部队伍的稳定呢?我认为,要紧紧抓住“管、导、用、促”四个字。 管——切实加强对基层档案干部队伍的管理,形成保持其稳定的有利环境.档案工作至今仍处于被冷落的位置,虽有相应的档案干部,也常常挪作他用,形同虚设。因此,切实加强对基层档案干部队伍的管理,首先必须提高领导干部的档案意识,广泛、深入、扎实地做好档案的宣传工作,使他们认识到档案工作在两个文明和经济建设中的重要性,便于形成稳定档案干部队伍的外部环境。其次.应理顺档案工作领导体制,设立与档案工作相适应的机构。本着“分工合作、各负其责”的原则,对档案工作
