After the Ministry of Domestic Trade issued the “Notice on Organizing and Applying for the First Batch of National Commercial and Grain Large-scale Non-industrial Enterprises” ([1997] Internal Trade Letters and Letters No. 350), local commercial authorities actively organized enterprises to participate in the declaration.
