通过分析基本公共卫生服务存在的问题及产生的原因,进而提出改进对策,建立适宜的监管模式。有效的监管机制,及时的监督、管理社区基本公共卫生服务,对于纠正不规范行为,切实提高服务质量具有重要意义,是保证基本公共卫生服务政策目标实现的关键。目前黑龙江省基本公共卫生服务存在没有日常现场监督管理和在现状研究基础上建立的基本公共卫生服务监督管理模式。亟需建立基本公共卫生服务监督管理模式,以此为黑龙江省开展基本公共卫生服务项目提供监督管理框架。
By analyzing the problems and the causes of the basic public health services, we put forward the countermeasures to improve and establish the appropriate regulatory model. Effective supervision mechanism, timely supervision and management of basic public health services in the community are of great significance for correcting non-standard behavior and effectively improving service quality, which is the key to ensure the realization of the goal of basic public health service policy. At present, basic public health service in Heilongjiang Province has no regular on-site supervision and management and the basic public health service supervision and management mode established on the basis of the status quo research. It is imperative to establish a supervision and management mode of basic public health services so as to provide a regulatory framework for the development of basic public health services in Heilongjiang Province.
