公共体育场馆是上海市开展公共体育服务、发展体育事业的重要物质基础,公共体育场馆改革研究对于更好地发挥场馆效益具有重要意义。利用文献分析、数理统计等研究方法,分析了上海市公共体育场馆建设及运营现状和问题,提出了改革发展的目标和两权分离的方向,进一步提出明确场馆改革总的指导思想和目标、按照部署指定改革发展的刚性指标、推进体育场馆的分类改革、化零为整解决人事编制难题等具体建议。
Public sports stadiums are an important material basis for public sports service and sports development in Shanghai. The research on the reform of public sports stadiums is of great significance to better exert the benefits of sports venues. Using the methods of literature analysis, mathematical statistics and other research methods, this paper analyzes the status quo and problems of the construction and operation of public stadiums in Shanghai, puts forward the goal of reform and development and the direction of separating the two rights, and further proposes a clear guiding principle and target for the reform of the stadiums. The deployment of designated indicators of the rigid development of reform and development, to promote the sports stadium classification reform, to zero zero to solve the problem of personnel preparation and other specific recommendations.
