策划人语国家发改委在预测我国未来钢铁市场需求时认为,到2010年钢材实际需求为3.1亿吨,折合成钢的需求是3.3亿吨。然而,从目前的发展速度来看,到2005年国内钢铁的生产能力已经能够满足2010年的钢铁需求了。中国钢铁工业协会的统计数据显示,2003年我国钢铁生产能力已达到2.4亿吨,预计到2005年底将形成3.3亿吨的生产能力,已大大超过2005年市场预期需求。此外,据不完全统计,各地拟建项目的生产能力还约有0.7亿吨。面对同比增长22.38%的速度,有人甚至用“大炼钢铁”这个40多年前的特定时代词语来表达对现状的担忧。为了抑制钢铁行业过热,国家推出了一系列措施。作为第一钢铁大省,钢铁无疑是河北省经济特别是工业经济的龙头老大,对全省经济发展具有举足轻重之深刻影响。2003年,河北省冶金工业销售收入总额突破1000亿元,实现利税首次突破200亿元,实现利润首次突破百亿元,实现利润数占全省工业利润总额的30.25%。钢铁产业对河北省的重要性由此可见一斑。然而,限制性政策的出台,势必给行业、企业的发展带来影响。那么,面对国家宏观调控政策,我们该有什么样的态度?河北省的钢铁业发展是否过热?是否还有发展空间?
