什么是政策?从一般字面上的解释是为一定的政治目的而制定的某种策略。但从控制理论的角度来加以研究可能更有意义。若我们把整个农村或我们的政策作用空间作为一个受控系统,那么我们可以把政策看成是一种输入指令,而把其它条件不变时。政策改变所产生的效果称为政策效果,那么这种输出之间的关系应是农村政策学研究的一个重要内容,这里,我们把政策看成了一种指令,一整套政策就构成了一个指令系统。那么政策作为指令有什么特征呢?我们的社会是由形形色色的人组成的,每个人都有自己的行为轨道,这种行为轨道的集合可称之为社会行为的可
What is a policy? From the general literal interpretation is a strategy for certain political purposes. However, it may be more meaningful to study it from the perspective of control theory. If we regard the entire rural area or the space in which our policy works as a controlled system, then we can think of the policy as an input directive, with other things being equal. The effect of policy change is called the effect of policy. Then the relationship between such output should be an important part of rural policy research. Here, we regard policy as an instruction, and a set of policies constitutes an instruction system. So what are the characteristics of policies as directives?
