指出辽宁省热电企业当前困境的主要原因，分析了热价偏低对热电企业的影响，提出了确定热价的原则。针对典型热电实例，对还本付息热价进行了详细计算和讨论，并提出在建设资金主要为银行贷款及当前税赋条件下计算还本付息热价的简捷公式，突出体现热价构成中应包括还贷利润。
The main reasons for the current plight of Liaoning’s thermoelectric enterprises are pointed out, and the impact of low heat prices on thermoelectric power companies is analyzed, and the principle of determining heat prices is proposed. For typical examples of thermoelectricity, detailed calculations and discussions have been carried out on the cost of debt and interest payments, and a simple formula for calculating the cost of debt-servicing and repayments under the condition that construction funds are mainly bank loans and current tax conditions has been proposed, highlighting the composition of heat prices.
