加强和改进新形势下军队党的建设,是贯彻党的十七大和十七届四中全会精神,确保我军积极应对世情、国情发展变化的战略举措,是解决好思想政治建设“三个确保”时代课题的关键所在,是增强各级党组织创造力凝聚力战斗力的内在要求。进入新世纪新阶段,全军各级党组织认真贯彻党中央、中央军委决策部署,注意研究把握党的建设呈现出的阶段性特征,扎实抓好党建工作,军队党的建设取得显著成就。但是也存在一些有待解决的矛盾和问题,主要矛盾表现为“两个不相适应”:一些党员和领导干部的思想、作风和素质能力与贯彻科学发展观、履行我军新的历史使命要求不相适应,部分党组织建设状况与领导部队建设科学发展、完成多样化军事任务的要求不相适应。为此,军事科学院军队政治工作研究中心专门成立课题组,就如何加强改进新形势下军队党的建设进行专题研究,现将研究成果主要内容予以登载,以供大家学习参考。

However, there are still some contradictions and problems to be solved. The main contradiction manifests as “two incompatible”: the ideology, style and quality of some party members and leading cadres and the implementation of the scientific concept of development and the fulfillment of the new historical mission of our armed forces The requirements do not meet the requirements. The construction of some party organizations is incompatible with the requirement of leading the army building in a scientific manner and fulfilling diversified military tasks. To this end, the Military Academy of Political Science and Political Research Center set up a task force to conduct a special study on how to improve and improve the party’s military construction under the new situation. The main contents of the research results are now to be published for reference.
