在实践中,笔者深刻认识到多种形式的技术经济责任制通过技术、行政、经济管理等手段,以“定额目标管理,全面质量控制,逐级分层包干,超额节约计奖”的办法促成较为完整合理的责、权、利关系,充分体现了综合目标管理的实质内涵。本文通过对哈尔滨市直属医疗机构实施十年之久的技术经济责任制的回顾性分析,旨在深入进行理论分析的基础上拟定统一的原则,促成责任制从制度化向法制化方向转化,使有效的卫生改革措施在保持政策连续性和稳定性基础上,得到进一步完善和健康发展。
In practice, the author has profoundly realized that various forms of technical and economic responsibility systems are promoted by means of technical, administrative, and economic management, and are achieved by means of “rational objective management, total quality control, progressive layered lump-sum contracting, and extra savings to reward prizes.” A more complete and reasonable relationship of responsibilities, rights, and benefits fully reflects the essential connotation of comprehensive goal management. This article, through a retrospective analysis of the 10-year long-term technical and economic responsibility system of the medical institutions directly subordinated to Harbin, aims to formulate a unified principle based on theoretical analysis and promote the transformation of the responsibility system from institutionalization to legalization. Effective health reform measures have been further improved and developed on the basis of maintaining policy continuity and stability.
