目前,财政困境已成为各种矛盾的焦点,亦成为经济界讨论的热点。许多报刊纷纷刊载文章,讲述财政困境的原因和对策。其中,有种观点颇需引起我们重视。这种观点认为,“既然财政困难,就应顺其自然,将财政的建设职能甩掉,变“建设财政”为“吃饭财政”,即财政基本不负担经济建设所需要的投资”(见8月1月《经济参考》报第四版)。我们认为,这种观点值得商榷。
At present, the financial dilemma has become the focus of various contradictions and has also become a hot topic of discussion in the economic community. Many newspapers and magazines have published articles about the causes and countermeasures of financial difficulties. Among them, there is a kind of view that quite needs our attention. According to this view, “since financial difficulties, we should let it go by nature and get rid of the fiscal construction function. We should change the” construction finance “into” food finance “, that is, the finance basically does not shoulder the investment necessary for economic construction” (see 8 January January “Economic Reference” newspaper fourth edition). We think this view is debatable.
