杭州市长信访联络员制度一年多的创新实践显示,市长信访联络员较好地履行了“政府政策的宣传员、社情民意的信息员、信访事务的协理员和政府工作的监督员”的职能定位,达到了制度创新的预期目标。针对市长信访联络员制度在实施中遇到的问题,课题组提出了完善信访联络员的选聘条件、重视信访联络员的培训、科学界定市长信访联络员制度与市、区信访职能部门以及市长接待日制度的职能分工、创新联络员信息网络平台建设、完善市长信访联络员的日常管理制度、营造发挥市长信访联络员作用的良好外部环境等若干建议。
