三个月以来,从群众竞赛运动中,进行了初步定额,开始作到「心中有数」,生产效率有些提高,劳力组织得到调整,「依靠全体职工,办好工厂」的思想,在大部领导干部中已开始树立,给创造新的生产纪录以逐步解决合理定额的竞赛运动准备了条件,这是对省营工业改造与整顿工作上一个良好的开端。但管理制度尚没有和定额结合起来,还不能从管理上保证定额的实现和超过,许多生产环节无人负责的情况,严重的危害着生产,并不断发生事故,重量不重质,劳动强度有提高,而操作方法与技术的改进较少。
