集金融与财务为一体的军队财务结算中心,如何搞好资金的宏观调控,对提高军费的使用效益,缓解军费的供需矛盾,实现保障有力,关系重大。因此,军队财务结算中心必须坚持量入为出、保证重点,勤俭节约、提高效益的原则,进一步增强资金调控能力,拓展资金来源渠道;开展结算中心之间的横向资金融通;努力开辟资金调控新渠道。
How to do a good job in macro-control of the funds in the military financial settlement center integrating financial and financial affairs is of great significance to enhancing the efficiency of the use of military expenditures, alleviating the contradiction between supply and demand of military expenditures and ensuring its security. Therefore, the military financial settlement center must adhere to the principle of “counting in, guaranteeing importance, thriftiness and economy, and improving efficiency”, further enhance the ability of capital regulation and control and expand channels for capital sources; carry out horizontal capital flow among settlement centers; and strive to open up new channels for capital regulation and control.
