1999年,全国发生火灾18万次,造成2700多人死亡,分别比前一年增长40％和15％。今年头四个月,全国各地仅火灾事故就造成142人死亡、105人受伤,比去年同期分别上升了97％和50％。在这些事故中烟花爆竹火灾占了相当大的比例,这到底是天灾,还是人祸?重大烟花爆竹火灾屡屡发生,这其中的原因,急待引起各界的高度重视。
In 1999, there were 180,000 fires nationwide, killing more than 2,700 people, an increase of 40% and 15% over the previous year respectively. In the first four months of this year, only 142 people were killed and 105 others were injured in fire accidents across the country, an increase of 97% and 50% respectively over the same period of last year. In these accidents, fireworks and firecrackers accounted for a considerable proportion of the total. Is this a natural disaster or man-made disaster? Major fireworks and firecrackers frequently occur. The reason for this is urgently aroused great attention from all walks of life.
