1 引言 1.1 本指南系根据1973年国际防止船舶污染公约附则V第七条的分析拟订而成。根据这一分析,定出了一组通用参数,作为估价港口和码头接收船上的垃圾设备是否充分的指南。指南中的建议均以1973年防污公约附则V(垃圾)第三和第四两条,关于船舶不得向海上排放固体废弃物的数量的规定为基础。按照1973年防污公约的定义,“船舶”系指在海洋环境中作业的任何类型的船舶。
1 INTRODUCTION 1.1 This guideline is based on an analysis of Article 7 of Annex V to the 1973 International Convention for the Prevention of Pollution from Ships. Based on this analysis, a set of common parameters was developed as a guide to assess the adequacy of refuse disposal equipment on board ships and terminals. The recommendations in the guidelines are based on the provisions of MARPOL 1973 Annexes V (Rubbish), Articles 3 and 4, regarding the amount of solid wastes to be discharged into the sea from ships. According to the definition of MARPOL 1973, “ship” means any type of ship operating in the marine environment.
