在我国,成人教育由最初的萌芽状态到被确立为一种独立的教育类型,继而上升为法定的新型教育制度,既反映了成人教育发生和发展的曲折历程,也反映了党和国家对成人教育发展规律认识上的不断深化。到如今,成人教育作为同普通教育并存并行的独立教育类型、并贯穿到人的一生,已成为大多数人的共识,但“成人教育是传统学校教育向终生教育发展的一种新型教育制度”(《中国教育改革和发展纲要》第10条)则远未被人们所认识,更未付诸改革的实践之中。这种状况,无疑会对成人教育的改革和发展造成严重影响。因此,探讨新制度到底新在哪里,就成为一个十分迫切的理论和实践课题。
