以人为本,全面、协调、可持续发展的科学发展观,是新一代领导集体实施的一个具有战略意义的发展理念与价值取向。在科学发展观指导下,要求政府转变管理理念,塑造一个一切为了人民的公共服务型政府、一个廉价高效的政府。然而,我国政府管理中存在的不合理行政成本不符合科学发展观的要求。必须加快政府职能转变,完善政绩考核指标体系,降低行政成本,优质高效为全社会提供公共产品和公共服务,促进经济、政治、社会和人的全面发展。
People-oriented, comprehensive, coordinated and sustainable development of the scientific concept of development is a strategic concept of development and value orientation implemented by the new generation of leading collectives. Under the guidance of the Scientific Outlook on Development, the government is required to change its management concept and create a public service-oriented government of all people, a cheap and efficient government. However, the unreasonable administrative costs that exist in the government administration in our country do not meet the requirements of the scientific development concept. We must speed up the transformation of government functions, improve the performance appraisal index system, reduce administrative costs, and provide quality products and public services to the whole society to promote the all-round economic, political, social and people development.
