各市人民政府,各县(市、区)人民政府,省政府各部门、各直属机构,各大企业,各高等院校:为认真贯彻落实党的十六大精神及省委工作会议的决策部署,进一步搞好经济园区(以下简称园区)建设,推动经济超常规、高速度、跨越式发展,根据国家有关规定,结合我省实际,提出以下意见。一、增强搞好园区建设加快经济发展的紧迫感园区是区域经济发展的龙头,是对外开放、招商引资的主要载体,是发展高新技术产业、壮大民营经济的重要基地。加快园区建设和发展,是实施科教兴鲁、经济国际化、城市化和可持续发展四大战略的有效途径。改革开放以来,我省各类园区相继建立并快速发展,已成为全省经济发展的重要支撑力量。但与先进省市相比,仍有较大的差距。突出表现为发展
