重整制度是修订后的企业破产法的一大创新。重整制度的目的是挽救债务人,避免其死亡,使债务人从经济困境中恢复经济实力以后继续清偿债务。可以说,重整制度是一种比较理想的解决债务人陷入经济危机的制度。如果重整成功,既克服了破产清算所带来的负面影响,同时也满足了债权人的清偿要求。重整制度的基本设计就是通过重整程序使债权人获得的清偿率不低
