当代中国廉政制度的建设应坚持显性制度与隐性制度相统一的原则,充分重视道德文化的因素,提高执行者的道德素质。廉政制度设计过程中应坚持将正义作为核心价值取向,将求真作为灵魂和动因,将有效约束和规范权力运作作为目的。廉政制度执行的效果与官德状况紧密相关,应通过提高领导干部道德教育的实效和健全干部管理的制度来真正将公平、正义、民主、人本、和谐等道德理念渗透到制度执行主体的思想意识和行为中。
