由福建省委组织部、省教委联合举办的福建省职业教育高级研修班,于1998年7月16日至8月1日赴加拿大进行了为期15天的职业教育培训考察。在加拿大培训期间,研修班一行28人访问了温哥华、多伦多、渥太华、蒙特利尔等城市,参观了康尼斯多加理工学院、多伦多大学、莱尔森技术学院等职业教育院校,听取了加拿大教育部门举办的职业教育讲座,了解了加拿大职业教育的现状及发展趋势,职业教育的地位与作用。教育体制、法规和以能力为基点的 CBE教学模式。本人作为研修班的~名学员,感到此行收获颇大,不仅开阔了眼界,增长了见识,而且对职业教育的改革与发展有了许多新的体会。一、值得借鉴的成功经验1.政府重视职业教育,并从政策导向和动力机制上鼓励、促进职业教育的发展一是明确发展职业教育是政府行为。政府对职业教育实行宏观的调控,审批社区学院,调控学院的专业设置和招生数。批准学院董事会,任命学院董事会主席,拨付教育经费,制定实施职业培训计划、再就业政策等。二是明确职业教育应有的社会地位。加拿大职业教育虽然仅有40多年的发展史,但在政府、工商业界和社会公众中具有明显的地位,关键是政府重视,宏观
