经过充分准备,福建省城镇职工基本医疗保险制度于2001年1月1日在全省范围内全面启动实施。截止2001年12月31日,省本级以及9个设区市的所有县、市、区城镇职工基本医疗保险制度全部启动实施,实施面达到100%,走在全国前列。截止2002年6月30日,全省已参保人数为211.2万人,占应参保人数328万人的64.4%;参保人数比2001年末增加40.1万人,增长率为23.5%;比2000年末增加134.5万人,增长率为175%。在211.2万参保人员中,机关事业单位参保人数为113.5万人,占总参保人数的53.8%;企业参保人数为95.1万人,占总参保人数的45%。从全省10个统筹单位调研情况看,参保情况显现以下特点:(1)机关事业单位,除少数经济、财力比较困难的县(区)外,都能按规定参保和缴费,参保率达到90%以上。(2)超过60%的部属单位,已经按国务院44号文件规定的属地管理原则参加驻在地的基本医疗保险。(3)除三明、南平两市的个别企业外,生产经营正常的地方国有、集体企业已基本参加基本医疗保险。(4)三明、南平等市已有近半数的解除劳动关系的人员,做好的基本医疗保险关系的接续。(5)厦门、泉州两市已将部分外
After sufficient preparation, the basic medical insurance system for urban workers in Fujian Province was fully implemented within the province on January 1, 2001. As of December 31, 2001, the basic medical insurance system for urban workers in all counties, cities and districts at the provincial level and in nine municipalities and districts was fully implemented with a 100% implementation level and was at the forefront of the country. As of June 30, 2002, the number of people insured in the province was 2,112,000, accounting for 64.4% of the 3.28 million people who should be insured.
