人事部部长张学忠在全国杰出专业枝术人才表彰暨专业技术人才队伍建设工作会议上指出,在发挥市场机制对专业技术人员的基础性配置作用的同时,要加强宏观调控,尤其是要建立和完善人才安全机制。这一论述是根据目前我国加入世贸组织,人才竞争国际化、人才活动空间国际化的形势提出的:是十分及时、必要的。建立和完善人才安全机制,保护我国高层次人才安全,是实施人才战略的一项重要内容,对于我国科技进步和社会发展,提高综合国力,具有十分重要的意义。
