在市场经济条件下,高校学报应该在强化期刊管理部门宏观调控职能的基础上,运用社会主义市场经济运行原理,引入竞争机制,合理调节高校学报结构和布局,逐步改变封闭式,“一校一刊”综合化的高校学报体制,建立起与社会主义市场经济相适应的开放型、“一校多刊”、单科化的高校学报新体制。 1.学报的单科化,必然要求稿源的多向化,即学报的稿源不局限于本校。这样既有利于各主办高校优势学科的形成和发展,也有利于在竞争中提高学报质量。稿源的多向化,能使同一学科的稿件能够相对集中处理,形成一个共同基点上的竞争环境,便于精选
