随着社会主义市场经济体制的建立和社会保障制度改革的逐步深入,财政部门对社会保障制度改革过程的参与和对社会保障基金的管理已经进入新的阶段。尽管已经制定和出台了一些管理办法,但仍不完善。健全和加强财政部门在社会保障制度改革和管理中的地位,研究和探讨财政部门加强社会保障基金管理的方法和途径,解决当前保障基金的保值增值问题,巩固和促进社会保障事业健康发展已迫在眉睫。
With the establishment of the socialist market economic system and the gradual deepening of the reform of the social security system, the involvement of the financial sector in the reform process of the social security system and the management of social security funds have entered a new phase.
