按照中央纪委、中央组织部的统一部署,近年来,四川省纪委通过开展县委权力公开透明运行试点,在规范权力行使、强化党内监督、推进党内民主建设方面进行积极探索实践,取得初步成效。厘清县委职权,公开权力运行流程图,保障党员群众的知情权。各试点单位首先科学界定县党代会,县委全委会、常委会,县委书记及其他常委,县委各部门的权力事项。在清权确权的基础上,对权力事项进行梳理分类,对权力运行流程进行优化,明确行使权力的主体、条件、步骤、要求,规定权力行使中决策、执行、监督的基本程序和方法,逐项编制权力运行流程图并予以公开。
