在加拿大的所有福利项目中,最让加拿大人自豪的是它的全民免费医疗体制。美国人对此非常眼红,从克林顿上台的第一天开始,就委任他夫人对美国现行医疗体制进行改革,试图建立一个类似加拿大的制度。方案提了一个又一个,还是没有实现,原因只有一个,加拿大式的体制是建立在高税制基础上的,而美国又想免费医疗,又不想多纳税,甘蔗哪有两头甜呢?
Of all the welfare programs in Canada, Canadians are most proud of their universal health-care system. Americans are very jealous of this.
