《国家中长期教育改革和发展规划纲要(2010～2020年)》明确提出,“尊重教育规律和学生身心发展规律,为每个学生提供适合的教育”“注重因材施教,关注学生不同特点和个性差异,发展每一个学生的优势潜能”。这为上海市实验学校的实验提供了非常重要的国家指导意见和研究指引意义,也为特需课程的创设带来契机。
