保护水资源是实现首都功能和发展的迫切要求。发展水生态经济是实现保护首都水源的有效途径，是实现保护水源与发展保护区经济、改善人民生活完美结合的较好方法，是积极的保护措施。水生态经济是以水源保护为主要目标的流域生态经济，其产业产品结构的特色在于“无污染”和“高效益”。建议采取以“创新”为核心的一系列制度、技术、法规、政策及经济措施开始实验研究，可先在丰宁县进行水生态经济建设的试点，取得经验，逐步推广。
