21世纪的明显特征是快速创新。创新已成为推动经济社会发展的强大动力,它直接关系到一个国家的国际竞争优势,关系到一个民族的前途和命运。创新人才是国家发展和参与国际竞争的根本,其关键作用比以往任何时候都更为突出。正因为创新人才有如此重要作用,国家与国家、企业与企业之间人才竞争越来越激烈。我国是一个发展中国家,人才缺口相当大。而现在又面临一个严峻事实——人才大量流失。面对这种情况,我国应该采取相关政策,一方面加大对创新人才的培养,另一方面营造良好的创新氛围,使我国的创新人才不断脱颖而出。

Our country is a developing country with a huge talent gap. And now we face a serious fact - a great loss of talent. Faced with this situation, our country should adopt relevant policies to increase the training of innovative talents on the one hand, and to create a good atmosphere of innovation so that innovative talents in our country will continue to come to the fore.
