目前中国国防体系分享经济增长的能力还十分低下,必须尽快提高国防费占财政收入和GDP的比重,由此考察当前中国如何确定合理的军费支出有着重要的现实意义。本文结合公共选择相关理论,主要考察不同政治主体在军费需求的确定中的影响,并得到中间投票人理论军费供给过度的结论。
At present, the capability of China’s national defense system to share economic growth is still very low. It is imperative to raise the proportion of national defense expenditure in fiscal revenue and GDP as soon as possible. Therefore, it is of great practical significance to examine how China currently determines a reasonable military expenditure. This paper, combined with the theory of public choice, mainly examines the influence of different political subjects in the determination of military spending and obtains the conclusion that the middle voter’s theoretical military spending is excessive.
