1 坚持结构与素质优化相结合 所谓结构优化,主要指站领导班子内部的年龄结构、专业结构、业务技术水平、文化程度、个人爱好及性格特点等,力求形成以文化程度高、专业能力强的年轻干部为主体的阶梯年龄结构和新老交替新格局。素质优化主要是应具备良好的思想品德和较高的政治觉悟,善于从政治上观察问题和处理问题,勇于探索,勤奋工作,敢于承担责任,自觉奉献。因此,在选配站领导班子时,要在坚持“四化”方针和德才兼备原则的前提下,根据各类班子的不同情况,合理调整和改善结构。在注重思想政治素质的基础
