华东军政委员会土地改革委员会今天发出了通告,号召各地在外业主迅向土地所在之区乡人民政府申报在乡土地,限一个月内申报完毕。这个措施,对于今后有秩序地进行土地改革,对于保障人民的合法权益,都是很重要的。华东部份地区农村土地关系复杂,在农村中保有出租土地而本人不住在本乡的地主,他们的户数虽少,土地很多,有的出租土地很分散,
