《中华人民共和国政府采购法》于2002年6月29日经九届全国人大常委会第28次会议审议通过,自2003年1月1日起在全国实施。它的颁布与实施对规范政府采购行为,加强财政支出管理和廉政建设,具有十分重要的意义。为了认真宣传、落实好《政府采购法》,财政部将2002年12月定为《政府采购法》集中宣传月。为此本刊特辟“法制宣传”专栏,以期达到集中宣传的目的。
The Law of the People’s Republic of China on Government Procurement was reviewed and passed by the 28th meeting of the Ninth National People’s Congress Standing Committee on June 29, 2002 and implemented nationwide since January 1, 2003. Its promulgation and implementation of the government procurement behavior, and strengthen financial expenditure management and building a clean government, is of great significance. In order to seriously publicize and implement the “Government Procurement Law,” the Ministry of Finance designated December 2002 as the “Central Government Publicity Law” month of publicity. To this end, we publish a special column entitled “Legal Publicity”, with a view to achieving the purpose of publicity.
