农村公路技术等级较低,荷载小、路基薄弱,抗灾能力差,公路滑坡、坍方多,事实上农村公路中只有县公路才能正常养护,而养护经费和管理费用极少,在发展农村公路上,普遍存在修路积极而养护管理不力的现象。加强农村公路养护管理,是建设社会主义新农村的必然要求,关系到全面建设小康社会的大局;完善养护运行机制,是搞好养护管理,推动农村公路全面协调可持续发展的制度保障。
