本研究应用国际国内最新科技实力评价与分析研究成果,采用实证、规范、比较、定量与定性结合等分析方法,对兵团科技人力资源、科技投入规模、支撑科技发展基础条件、企业在技术创新中的地位和作用、产学研合作环境和效率、科技支撑能力、内外科技合作格局和环境等R&D构成要素进行分析,客观的把握了兵团的科技实力状况,找出了兵团科技实力存在的经费支出少、企业科技创新主体地位不突出、投入产出比低下以及活动类型结构失衡、各师及行业差距较大等问题。
