多年来,在文书立卷中,一直沿用“灵活运用六个特征”的方法进行立卷。但是在实际工作中,同时具备六个特征的案卷是没有的,必须灵活运用六个特征中的两三个或三四个特征立卷。这个问题在理论上好理解,但在实际的立卷工作中却是一个难题,因为到底如何灵活运用,没有一个统一的标准,不好掌握。不同水平的文书人员所立出的案卷质量也有高有低,悬殊较大。因此,一些文书人员都迫切希望解决这个问题。近几年来,一些地方和部门为解决这个问题,相继对灵活运用六个特征的立卷方法进行了研究和改革,推出了几种不同的立卷方法。诸如“四分四注意”、“以问题为主,适当分级”、“立纯卷”、“立小卷”等等。吉林省档案局的同志近年来在这个问题上作了一番努力,进行了一些探讨,提出了“一事一卷”的立卷方法,这种方法简化了立卷程序,方法单一,易学易懂。用这种方法立卷,案卷质量也得到了提高,很受文书立卷人员的欢迎。他们在这个基础上又进行了深入改革试验,把文书处理、立卷和档案著录三者融为一体,同步进行。对这种“一事一卷”的立卷方法,也有同志提出了异议。同时这种方法对大机关是否适用,也值得探讨。我们希望各地档案工作者对如何简化立卷程序这个问题不断探索,力争使立卷工作提高到一个新水平。

In recent years, in order to solve this problem, some localities and departments have conducted research and reforms on the method of using the six characteristics to flexibly roll out, and have introduced several different methods. Such as “four points and four attention”, “problem-based, appropriate classification”, “Li Chun pure”, “Li small volume” and so on. In recent years, the comrades of Jilin Province Archives Bureau have made some efforts on this issue, conducted some discussions and put forward a method of creating a volume for one thing and one volume, which has simplified the procedure of establishing a scroll, a single method and easy to understand . In this way, the quality of the files has also been greatly improved. On the basis of this, they conducted in-depth reform experiments and integrated the three aspects of document processing, legislation and archives into one and proceeded simultaneously. Some comrades also raised objections to this kind of “one thing, one volume” method of creating a scroll. At the same time this method is applicable to large organs, but also worth exploring. We hope that archivists around the world will continue to explore how to simplify the process of marking up and strive to take the task of rolling up to a new level.
