随着社会经济的快速发展,常州市在90年代的改革开放中,抉择了建立、开发新区的战略性举措。本文针对常州新区面临可持续发展、“第二个临海时代”城市群区域整体发展的接轨、城市生产力布局地域结构置换的先导、规划模式的转变等的挑战,提出了确立城乡一体、新旧协同、设施充裕、人地和谐的规划思路;并构思了把握发展势态和发展前景、功能定位、空间结构形态、基础设施框架、空间发展时序五方面的内涵;最后提出贯彻好各项政策、积极稳妥地调整行政体制、研究并掌握新区发展动态并不失时机地采取合理的发展模式、有效引导新区农村居民点建设、加强法制建设和改善调控手段五个重要措施。
With the rapid development of society and economy, Changzhou chose the strategic measures for establishing and developing new districts during the reform and opening up in the 1990s. This paper addresses the challenge of Changzhou New District facing sustainable development, the integration of the “second offshore age” urban agglomeration area, the transformation of the regional structure of the urban productivity distribution, and the transformation of the planning model, and proposes the establishment of urban and rural integration, new and old synergy, The planning ideas for adequate facilities and harmonious people and land; and conceived the concept of development potentials and development prospects, functional orientation, spatial structure, infrastructure framework, and sequence of spatial development. Finally, we put forward various policies and actively and steadily. Adjusting the administrative system, studying and mastering the development dynamics of the new district has taken five important measures to take a reasonable development model, effectively guide the construction of rural residential areas in the New District, strengthen the legal system, and improve the means of control.
