第一,突出了工会的维护职能。随着社会主义市场经济体制的逐步建立和完善,经济结构战略性调整力度的加大,我国的经济关系、劳动关系发生了深刻的变化,劳动者、经营者以及企业都有了自主权,相互之间不同的利益矛盾,甚至冲突时有发生。于是,维护职工的劳动权利、生命安全、健康保障权,已成为劳动者的第一需要。因此,工会组织必须顺应这一需要,突出维护职能。近几年,尽管工会工作的重点随着劳动关系的变化有所调整,维护工作已经提到一定的高度,但将维护作为工会的基本职责以法律的形式确定下来,这还是第一次。因此,修改后的《工会法》总则中增加了“中华全国总工会及其各工会组织代表职工的利益,依法维护职工的合法权益”;第六条增加了“维护职工合法权益是工会的基本职责”的条款,
