21世纪是一个充满变革、不断超越的世纪,是一个强调“把人作为发展的中心”的世纪。面对这种新形势,党的十六大明确提出,要“形成全民学习、终身学习的学习型社会,促进人的全面发展”。这个战略性指向,高屋建瓴,充分体现了与时俱进的时代精神。中国共产党是执政党,创建学习型社会关键在党,因此,首先把我们党建设成为学习型政党;把基层党组织塑造成学习型的党组织,这是历史赋予我们的使命和责任。
The 21st century is a century full of change and constant surpassing. It is a century that emphasizes “regard people as the center of development.” Faced with this new situation, the 16th National Congress of the CPC explicitly stated that it is necessary to “form a learning society in which all people learn and lifelong learning and promote the all-round development of people”. This strategic orientation and high-rise building fully embodies the spirit of the times keeping pace with the times. The CPC is the ruling party and the key to establishing a learning society. Therefore, building our party into a learning party first and shaping the grass-roots party organizations into learning party organizations are the missions and responsibilities entrusted to us by history.
