2001年,对于海南省琼中县地方国营新市农场来说,可谓是个多事之秋。由于橡胶产量低,市场价格疲软,经济效益欠佳,年收入仅288.4万元,经营亏损128万元。全场除贷款债务外,还有历年拖欠的各项债务385万元。债主们有的常常上门吵闹,有的准备把新市农场推上被告席。农场干部职工两个月领不到工资,乱麻般的纠纷也层出不穷,加上内部管理不善,干部上班纪律松懈,职工的工作情绪低落,一些干部职工对企业的发展丧失信心。
In 2001, Qiongzhong County, Hainan Province, local state-run new farms, can be described as a troublesome autumn. Due to the low rubber output, weak market price and poor economic benefits, the annual revenue is only 2.884 million yuan and the operating loss is 1.28 million yuan. Farmers’ cadres and workers have received no wages for two months and untidy disputes have emerged.
