社团的发展和完善,是以政治制度的民主化和民众社会参与意识的增强为前提。辛亥革命推翻了封建王朝统治,建立资产阶级民主共和制度,使社团发展和完善的条件得到前所未有的改变。民国成立带来的发展条件1912年元旦,孙中山宣告“中华民国成立。他在临时大总统宣言中表示:”尽扫专制之流毒,确定共和,以达革命之宗旨,完国民之志愿。“3
