三峡枢纽初步设计要点报告主要解决正常高水位选择、坝区坝段选择和施工基本方案三个重大问题,这是为了进行初步设计与开始施工准备所必需的。其他问题,如:机组容量、水利化影响、船闸与升船机的比较、选择建筑材料、坝线、坝型、水埋坝、防空及其他等问题,在要点阶段未作深入研究比较,但这并不影响主要问题的确定。兹将以上三个主要问题研究结果及存在问题,作一简要介绍,供同志们讨论时的参考:
The preliminary design highlights of the Three Gorges Project mainly address three major issues of normal high water level selection, selection of dam zone sections and basic construction plans, which are necessary for the preliminary design and commencement of construction preparation. Other issues such as unit capacity, water conservancy impacts, comparison of ship lock with ship lift, choice of building materials, dam line, dam type, water buried dam, air defense and other issues were not thoroughly studied and compared at the point stage This does not affect the determination of major issues.
