精神药品是直接作用于中枢神经系统、使人产生精神兴奋或抑制的药品。对精神药品的合理使用,能有效地缓解或治愈精神病性症状,对精神药品的误用和滥用极易产生依赖性和成瘾性,造成病人体质退化,甚至死亡。据有关调查资料显示,各类精神病人患病率占总人口的13‰,显而易见,它是患病率相当高的一种疾病,如果使用精神药品不能对病人进行有效治疗、保证不了其安全性,不仅给患者的健康带来危害,更会带来一系列的社会问题。由于精神药品的特殊性,加强对精神药品的管理显得非常重要。
